Bill Title: Amends the Illinois Governmental Ethics Act. Expands the definition of "lobbying" for purposes of the Act. Provides that no member of the General Assembly, his or her spouse, or any immediate family member living with that member of the General Assembly (currently, no legislator) may engage in lobbying if he or she accepts compensation specifically attributable to such lobbying, other than that provided by law for members of the General Assembly. Provides that nothing prohibits a member of the General Assembly (currently, legislator), his or her spouse, or any immediate family member living with that member of the General Assembly from lobbying without compensation. Provides that a violation of provisions prohibiting member lobbying constitutes a Class 3 felony (currently, Class A misdemeanor). Makes conforming changes. Effective immediately.

1 | AN ACT concerning government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Governmental Ethics Act is amended | |||||||||||||||||||||
5 | by changing Sections 1-109 and 2-101 as follows:

7 | Sec. 1-109.
"Lobbying" means : (1) promoting or opposing in | |||||||||||||||||||||
8 | any manner the
passage by the General Assembly of any | |||||||||||||||||||||
9 | legislative matter affecting the
interests of any individual, | |||||||||||||||||||||
10 | association or corporation as distinct from
those of the people | |||||||||||||||||||||
11 | of the State as a whole ; (2) any communication with an official | |||||||||||||||||||||
12 | of the executive or legislative branch of State government, as | |||||||||||||||||||||
13 | defined under subsection (c) of Section 2 of the Lobbyist | |||||||||||||||||||||
14 | Registration Act, for the ultimate purpose of influencing any | |||||||||||||||||||||
15 | executive, legislative, or administrative action; or (3) any | |||||||||||||||||||||
16 | communication with an official of a unit of local government | |||||||||||||||||||||
17 | for the ultimate purpose of influencing any official action of | |||||||||||||||||||||
18 | the unit of local government .

9 | A violation of this Section shall constitute a Class 3 | ||||||
