Bill Title: Amends the Illinois Governmental Ethics Act. Expands the definition of "lobbying" for purposes of the Act. Provides that no member of the General Assembly, his or her spouse, or any immediate family member living with that member of the General Assembly (currently, no legislator) may engage in lobbying if he or she accepts compensation specifically attributable to such lobbying, other than that provided by law for members of the General Assembly. Provides that nothing prohibits a member of the General Assembly (currently, legislator), his or her spouse, or any immediate family member living with that member of the General Assembly from lobbying without compensation. Provides that a violation of provisions prohibiting member lobbying constitutes a Class 3 felony (currently, Class A misdemeanor). Makes conforming changes. Effective immediately.
