Bill Title: Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has, as one of its purposes, promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall adopt the Spirit Rules Book published by the National Federation of State High School Associations or a similar document as the safety standards for student cheerleaders, spirit groups, and their coaches who participate in any school activity or extracurricular student activity sponsored or sanctioned by that association or other entity. Effective January 1, 2025.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Interscholastic Athletic Organization Act
5is amended by adding Section 1.25 as follows:
6 (105 ILCS 25/1.25 new)
7 Sec. 1.25. Spirit Rules Book. An association or other
8entity that has, as one of its purposes, promoting,
9sponsoring, regulating, or in any manner providing for
10interscholastic athletics or any form of athletic competition
11among schools and students within this State shall adopt the
12Spirit Rules Book published by the National Federation of
13State High School Associations or a similar document as the
14safety standards for student cheerleaders, spirit groups, and
15their coaches who participate in any school activity or
16extracurricular student activity sponsored or sanctioned by
17that association or other entity.
