Bill Title: Amends the Criminal Code of 2012. Provides that if grants are available to the Department of State Police for this purpose, the Department shall develop and maintain a website and database containing certain information about firearm discharge incidents in public places derived from local incident reports submitted by the law enforcement agency to the Department of State Police on a secure website such as LEADS. Provides that the information in the database shall be available to public health researchers designated by the Director of State Police, in consultation with the Director of Public Health. Provides that the Department of State Police shall annually compile a report based on the information contained in the database reported by law enforcement agencies to the Department within the previous calendar year.

1 AN ACT concerning criminal law.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Criminal Code of 2012 is amended by adding
5Section 24-11 as follows:
6 (720 ILCS 5/24-11 new)
7 Sec. 24-11. Mandatory reporting of firearms discharged in
8public places.
9 (a) As used in this Section, "public place" means any place
10to which the public or a substantial group of the public has
11access and includes, but is not limited to, streets, highways,
12and the common areas of schools, hospitals, apartment
13buildings, office buildings, transport facilities, and
14businesses.
15 (b) If grants are available to the Department of State
16Police for this purpose, the Department shall develop and
17maintain a website and database containing the following
18information about firearm discharge incidents in public places
19derived from local incident reports submitted by the law
20enforcement agency to the Department of State Police on a
21secure website such as LEADS:
22 (1) nature of incident:
23 (A) no injury

1 (B) injury
2 (C) fatality
3 (2) zip code of occurrence
4 (3) type of location
5 (A) retail business
6 (B) public place
7 (C) private business
8 (D) outdoors
9 (E) other
10 (4) make, model, and serial number of the firearm
11 (5) number of shots fired
12 (6) age of person discharging the firearm
13 (7) concealed carry licensee? IF YES:
14 (A) date of issue of concealed carry license
15 (B) date of training
16 (C) location of training.
17 Name of reporting officer/ police report or complaint

21 (c) Each law enforcement agency shall submit the
22information described in subsection (b) if grants are available
23to the Department of State Police to develop and maintain the
24website and database described in subsection (b). The
25Department shall inform the law enforcement agency when the
26website and database are operational.

1 (d) The information in the database shall be available to
2public health researchers designated by the Director of State
3Police, in consultation with the Director of Public Health.
4 (e) The Department of State Police shall annually compile a
5report based on the information contained in the database
6reported by law enforcement agencies to the Department within
7the previous calendar year. The report shall contain:
8 (1) the number of firearm discharge incidents by
9 county;
10 (2) the number of injuries and the number of fatalities
11 from firearm discharge by county;
12 (3) the make and model of the firearms discharged by
13 county;
14 (4) the average age of the persons who discharged the
15 firearms by county;
16 (5) the number of concealed carry licensees involved in
17 firearm discharge incidents by county; and
18 (6) any other information that the Director of State
19 Police deems appropriate.
