Bill Title: Amends the Illinois Dental Practice Act. Provides that the Department may issue a temporary permit authorizing the practice in the State, without compensation, of dentistry or dental hygiene to an applicant who is licensed to practice dentistry or dental hygiene in another state, if the Department determines that: (1) the applicant's services will improve the welfare of Illinois residents and (2) the applicant is qualified and satisfies the criteria under the Act, except for having passed an examination as required by the Act for licensure. Provides that the Department may not require the applicant to pass an examination in order to receive a temporary permit under the Act. Provides that a temporary permit shall authorize the practice of dentistry or dental hygiene in a specified area of the State for a period of time not to exceed 10 consecutive days in a year and may be renewed by the Department. Provides that the Department may require an applicant to pay a fee for the issuance or renewal of the temporary permit. Effective immediately.

SYNOPSIS AS INTRODUCED:
225 ILCS 25/19.2 new

Amends the Illinois Dental Practice Act. Provides that the Department may issue a temporary permit authorizing the practice in the State, without compensation, of dentistry or dental hygiene to an applicant who is licensed to practice dentistry or dental hygiene in another state, if the Department determines that: (1) the applicant's services will improve the welfare of Illinois residents and (2) the applicant is qualified and satisfies the criteria under the Act, except for having passed an examination as required by the Act for licensure. Provides that the Department may not require the applicant to pass an examination in order to receive a temporary permit under the Act. 1 AN ACT concerning professional regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Dental Practice Act is amended by
5 adding Section 19.2 as follows:
6 (225 ILCS 25/19.2 new)
7 Sec. 19.2. Temporary permit for free dental care.
8 (a) The Department may issue a temporary permit authorizing
9 the practice in this State, without compensation, of dentistry
10 or dental hygiene to an applicant who is licensed to practice
11 dentistry or dental hygiene in another state, if all of the
12 following apply:
13 (1) The Department determines that the applicant's
14 services will improve the welfare of Illinois residents.
15 (2) The Department determines that the applicant is
16 qualified and satisfies the criteria specified under
17 Section 9 of this Act, except for the examination
18 requirement.
19 (b) The Department may not require the applicant to pass an
20 examination as provided in subsection (e) of Section 9 of this
21 Act in order to receive a temporary permit under this Section.
22 (c) A temporary permit under this Section shall authorize
23 the practice of dentistry or dental hygiene in a specified area

1 of the State for a period of time not to exceed 10 consecutive
2 days in a year and may be renewed by the Department. The
3 Department may require an applicant to pay a fee for the
4 issuance or renewal of a permit under this Section.
5 Section 99. Effective date. This Act takes effect upon
6 becoming law.
