Bill Title: Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.

| 1 | AMENDMENT TO SENATE BILL 3313

| 2 | AMENDMENT NO. ______. Amend Senate Bill 3313 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The Emergency Telephone System Act is amended | ||||||
| 5 | by adding Section 15.8 as follows:
| ||||||
| 6 | (50 ILCS 750/15.8 new) | ||||||
| 7 | Sec. 15.8. 9-1-1 dialing from a business. | ||||||
| 8 | (a) Any entity that installs or operates a private business | ||||||
| 9 | switch service and provides telecommunications facilities or | ||||||
| 10 | services to businesses shall ensure that all systems installed | ||||||
| 11 | on or after the effective date of this amendatory Act of the | ||||||
| 12 | 98th General Assembly are connected to the public switched | ||||||
| 13 | network in a manner such that when a user dials "9-1-1", the | ||||||
| 14 | emergency call connects to the 9-1-1 system without first | ||||||
| 15 | dialing any number or set of numbers. | ||||||
| 16 | (b) The requirements of this Section do not apply to: | ||||||
| |||||||
| |||||||
| 1 | (1) any entity certified by the Illinois Commerce | ||||||
| 2 | Commission to operate a Private Emergency Answering Point | ||||||
| 3 | as defined in 83 Ill. Adm. Code 726.105; or | ||||||
| 4 | (2) correctional institutions and facilities as | ||||||
| 5 | defined in subsection (d) of Section 3-1-2 of the Unified | ||||||
| 6 | Code of Corrections. | ||||||
| 7 | (c) An entity that violates this Section is guilty of a | ||||||
| 8 | business offense and shall be fined not less than $1,000 and | ||||||
| 9 | not more than $5,000.

| 10 | Section 99. Effective date. This Act takes effect July 1, | ||||||
| 11 | 2015.".
