Bill Title: Amends the State Finance Act to change the name of the Illinois National Guard Armory Construction Fund to the Illinois National Guard Construction Fund. Makes corresponding changes in the Military Code of Illinois and further amends the Code to provide that the Adjutant General shall have the power and authority to sell, at a fair market price, Illinois National Guard facilities (instead of armories) and lands under his jurisdiction and make corresponding changes. Provides that when in active service of the State, under orders of the Commander-in-Chief, officers, warrant officers, and enlisted personnel of the Illinois National Guard shall receive all (instead of the same) pay as provided by law for officers, warrant officers, and enlisted personnel of the armed forces of the United States of like grade and longevity. Deletes language that provides that no officer, warrant officer, or enlisted personnel shall receive less than $75 per day for each day's service performed. Deletes a provision concerning the retirement of officers who become disabled from wounds. Effective immediately.

AN ACT concerning State government.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The Military Code of Illinois is amended by | ||||
changing Sections 22-2, 22-3, 22-6, 48, and 49 as follows:

Sec. 22-2.
The Adjutant General shall have the power and | ||||
authority to
sell, at a fair market price, Illinois National | ||||
Guard facilities armories and lands
under his jurisdiction when | ||||
in his judgment such facilities armories and lands are | ||||
obsolete,
inadequate, unusable or no longer required for | ||||
Illinois National Guard purposes.
All such sales shall be | ||||
subject to the written approval of the Governor.
Where the sale | ||||
price of the facility armory exceeds 3.5 million dollars, and | ||||
the facility
armory is located in any county with a population | ||||
of l million or more,
the authorization of the General Assembly | ||||
will be required for the sale of such facility armory .

Sec. 22-3.
All monies received from the sale of Illinois | ||||

be paid into the |
State Treasury without delay and shall be covered into

special fund to be known as the Illinois National Guard Armory | ||
Construction
Fund. The monies in this fund shall be used | ||
exclusively by the Adjutant
General for the purpose of | ||
acquiring building sites and constructing new
facilities | ||
armories . Expenditures from this fund shall be subject to | ||
appropriation
by the General Assembly and written release by | ||
the Governor.
