SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Howard E. Buoy Sr. of Decatur, who
4passed away on December 21, 2024; and
5 WHEREAS, Howard Buoy, the son of Robert and Edith Buoy,
6was born in Pesotum in August 1926; he served as a sergeant in
7the U.S. Army during World War II; and
8 WHEREAS, Howard Buoy worked at Archer Daniels Midland
9(ADM) for close to 60 years, starting at the entry level
10position of sweeping floors and working his way up to the
11position of senior vice president of operations; and
12 WHEREAS, Howard Buoy was involved in many community
13activities, including the Lions Club, the Masons, the
14Shriners, the Pony League, the Conservation District, the
15Jefferson Jackson Club, the Young Democrats, and other
16Democratic Party organizations; and
17 WHEREAS, Howard Buoy was passionate about his family,
18farming, improving his community, and supporting the
19Democratic Party; he was an avid Chicago Cubs, Chicago Bears,
20and Fighting Illini fan; and

1 WHEREAS, Howard Buoy was preceded in death by his parents;
2his wife, Regina; his companion, Sharon; six siblings; his
3granddaughter, Vicki; and his son-in-law, Mike Jestis; and
4 WHEREAS, Howard Buoy is survived by his children, Diane
5(Chuck) Watkins, Karen Jestis, and Howard (Anita) Buoy Jr.;
6nine grandchildren; 28 great-grandchildren; five
7great-great-grandchildren; and seven nieces and nephews;
8therefore, be it
9 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
11Howard E. Buoy Sr. and extend our sincere condolences to his
12family, friends, and all who knew and loved him; and be it
