1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, The Going Home Coalition believes that integrated | ||||||
3 | living in the general
community is the best practice for people | ||||||
4 | with disabilities; and
| ||||||
5 | WHEREAS, Persons with disabilities have been historically | ||||||
6 | isolated and segregated
from their home communities, often in | ||||||
7 | institutional settings, and Illinois currently
| ||||||
8 | institutionalizes more people with developmental disabilities | ||||||
9 | than 48 other
states; and
| ||||||
10 | WHEREAS, The U.S. Supreme Court decreed in Olmstead v. LC. | ||||||
11 | on June
22, 1999, that the unjustified institutionalization of | ||||||
12 | people with disabilities is
illegal discrimination; and
| ||||||
13 | WHEREAS, Olmstead Plaintiffs Lois Curtis and Elaine Wilson | ||||||
14 | won the right to live
safe, meaningful, and connected lives in | ||||||
15 | their communities as a result of this decision; and
| ||||||
16 | WHEREAS, The Olmstead decision was affirmed in Illinois by | ||||||
17 | the U.S. District Court
in Ligas v. Harnos on June 15, 2011, | ||||||
18 | giving plaintiff Stanley Ligas the right to live an
integrated | ||||||
19 | life in the way he imagined it; therefore, be it

20 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |

1 | ASSEMBLY OF THE STATE OF ILLINOIS, that we declare June 22, | ||||||
2 | 2019 and 2020 as
"Illinois Community Living Day" in the State | ||||||
3 | of Illinois, and we urge the citizens of
Illinois to celebrate | ||||||
4 | with both service and awareness; and be it further
| ||||||
5 | RESOLVED, That a suitable copy of this resolution be | ||||||
6 | presented to the Going Home
Coalition as a symbol of our | ||||||
7 | respect and esteem.
