Bill Title: Amends the State Finance Act. Creates the Chicago Public Schools Special License Plate Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Chicago Public Schools license plates. Provides that the design and color of the special plates shall be determined by a contest that every elementary school pupil attending a Chicago public school is eligible to enter, and the winning design shall be selected by a committee. Establishes membership of the committee. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Chicago Public Schools Special License Plate Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $40 shall be charged for each renewal, of which $38 shall be deposited into the Chicago Public Schools Special License Plate Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Chicago Public Schools Special License Plate Fund shall be paid as grants to the City of Chicago, on an annual basis, to be used in funding Chicago public schools. Effective immediately.
