Bill Title: Amends the Salaries Act. Provides that the monthly salary payment made to Executive Branch officers may be delayed if there are insufficient funds in the State's General Revenue Fund to pay all other obligations within 90 days after a voucher requesting payment is submitted to the Comptroller. Amends the General Assembly Compensation Act to make a similar change concerning monthly salary paid to members of the General Assembly.
