Bill Title: Amends the Compensation Review Act. Prohibits any increase in compensation that would otherwise apply based on a cost of living adjustment, as authorized by Senate Joint Resolution 192 of the 86th General Assembly, for or during only the fiscal year beginning July 1, 2009, but not thereafter. Requires all members of the General Assembly to take X furlough days in the fiscal year beginning July 1, 2009. Provides that if salary or compensation is provided by law as set by the Compensation Review Board, then that means the salary or compensation in effect on the effective date of the amendatory Act and the future cost of living adjustments. Repeals all other provisions of the Act except the prohibition of the FY03 COLA. Amends the Civil Administrative Code of Illinois and various other Acts to provide that the compensation of certain officials of executive branch agencies is as set by the Compensation Review Board (instead of as set by the Governor or by the Compensation Review Board, whichever is higher). Effective immediately.
