Bill Title: Amends the Illinois School Student Records Act. Provides that the term "Student Permanent Record" may include a special education summary of performance form. Provides that representatives of the Department of Human Services, for the sole purpose of assessing waiver services qualification of a student, shall have the right to inspect and copy the student's school student permanent record.
