Bill Title: Amends the Local Records Act. Provides that a unit of local government shall compile a list of each entity, address of each entity, product or service supplied by each entity, and amount paid to each entity for any expenditure of government funds greater than $3,000 from the unit of local government during a fiscal year. Provides that the list shall continue to be updated throughout the entire fiscal year by adding additional names of entities that were paid an expenditure greater than $3,000. Provides that the unit of local government shall publish on its website, if it has one, the compiled list and shall update the list at least monthly. Provides that, if the unit of local government does not have a website, the unit of local government shall publish the list, on a monthly basis, in a newspaper of general circulation in the county in which the unit of local government is located. Limits home rule powers.
