Retail sale of dogs and cats. Prohibits a retail pet store from selling or offering to sell a dog or cat unless the dog or cat is obtained from an animal shelter, a humane society, an animal rescue operation, an animal control agency, or a governmental entity operating an animal shelter or other animal impounding facility. Requires that a retail pet store maintain certain records for not less than one year after the dog or cat is sold, adopted, or given away. Provides that a retail pet store must post the name and business address of the person or organization from which the dog or cat was obtained on the dog or cat's cage. Makes it a Class C infraction if a retail pet store violates these provisions.
