Summary
Requires the bureau of motor vehicles to issue a personal identification card that does not bear the photograph of the holder. Provides that a permittee in a criminal prosecution or in a proceeding before the alcoholic beverage commission or a local board based upon a charge of unlawfully furnishing an alcoholic beverage to a minor may offer a statement from the purchaser that the purchaser is at least 21 years of age at the time of purchasing the beverage, along with two documents, one of which may be a personal identification card without a photograph. Sets a fee of $6 for the issuance, renewal, amendment, or replacement of a personal identification card. Makes technical corrections and corresponding changes.
