Benefits for independent workers. Requires one or more independent workers who want to establish a benefit group (group) to provide work-related benefits to group members to register with the department of labor (department) and file annual reports with the department commissioner summarizing the group's activities. Requires the group to establish an hourly rate or rates for payment of services performed by a group member, including in each hourly rate an amount attributable to each work-related benefit chosen by a group member, plus an amount, not to exceed 0.5%, attributable to the cost of administering that work-related benefit, unless the members
