Bill Title: Abandoned vehicles. Increases the cap on recoverable storage costs for an abandoned vehicle from $1,500 to $3,000. Provides that the previous owner of an abandoned vehicle sold by a towing or storage company is responsible for storage fees accrued before the sale of the vehicle if the sale price of the vehicle is less than the cost of the accrued storage fees. Provides that the person responsible for the removal, towing, or storage of an abandoned vehicle may keep proceeds that exceed the towing or storage costs in certain instances.
