Bill Title: Unlawful transfer of fetal tissue. Raises the penalty for unlawful acquisition, reception, sale, or transfer of fetal tissue from a Level 5 felony to a Level 4 felony. Provides that an "item of value" does not include the reasonable payments associated with the removal, transportation, implantation, processing, preservation, quality control, and storage of fetal tissue.
