Bill Title: Expungement. Prohibits a sex or violent offender from expunging a misdemeanor conviction. Provides that arrest records may be expunged if a related conviction is expunged or if the person has completed a diversion program. Permits the expungement of civil forfeiture records if a related arrest or conviction is expunged. Establishes a procedure for the expungement of civil protection orders, and allows the expungement of a civil protection order if: (1) the protection order is granted ex parte and the court subsequently denies the petition for a (regular) protection order following a hearing; or (2) an appellate court reverses or vacates
