Bill Title: Health matters. Amends the definition of "basic life support" to include blood glucose monitoring. Authorizes the state department of health (state department) to enter into partnerships to encourage best practices in: (1) identification and testing of populations at risk of disease related to illegal drug use; and (2) the health care treatment of incarcerated individuals for conditions related to illegal drug use. Authorizes the state health commissioner to declare a public health emergency. Specifies that hospital discharge information filed with the state department is confidential except under specified circumstances.
