Synopsis: Higher education grading practices and faculty
organization. Requires each state educational institution to provide the
commission for higher education with information concerning grading
practices for courses that are required to fill general education
requirements at the state educational institution, and the commission
to file an annual report of the information with the general assembly.
Requires the commission to compile information from each campus of
each state educational institution concerning faculty organizational
structure for the campus. Requires the information to be made available
to the public and presented to the senate education and career
development committee and the house education committee.
Effective: July 1, 2013.

A BILL FOR AN ACT to amend the Indiana Code concerning
higher education.
(1) are required to fill general education requirements at the state educational institution; and
(2) have a minimum class size of twenty-five (25) students.
(b) The information compiled under subsection (a) must include grade distributions for the same course, grouped by:
(1) tenured faculty members;
(2) faculty members who are on a tenure track; and
(3) contract instructors;
for the most recent academic year and the five (5) academic years preceding the most recent academic year.
(c) The commission shall compile and report the information described in subsection (a) annually to the general assembly in an
electronic format under IC 5-14-6.
Chapter 12. Faculty Organizational Structure Review
Sec. 1. As used in this chapter, "faculty status" means an individual's status as an instructor, an adjunct professor, a nontenured professor, or a tenured professor.
Sec. 2. (a) Not later than February 15, 2014, the commission shall:
(1) collect from each state educational institution the information required by section 3 of this chapter and compile the information into a report; and
(2) distribute the report to:
(A) the general assembly, in an electronic format under IC 5-14-6; and
(B) the public, by posting the report on the commission's Internet web site.
(b) On or before February 28, 2014, the commissioner for higher education and representatives of each state educational institution shall meet jointly with the members of the senate education and career development committee and the house education committee, or their successor committees, to present the information compiled in the report.
Sec. 3. Each state educational institution shall provide the commission with the following information for each campus of the state educational institution:
(1) An organizational chart for the campus, including the colleges and departments and the organizational structure within each college and department.
(2) The number of individuals employed as faculty at the campus as a whole and for each college and department, in total and disaggregated by faculty status.
(3) The average and median:
(A) years of experience; and
(B) faculty salaries;
of the faculty as a whole and for each faculty status group, for the campus as a whole and for each college and department.
(4) The percentage of courses taught at the campus by teaching assistants, instructors, adjunct professors, nontenured professors, and tenured professors for each of the five (5) preceding years, for the institution as a whole and for
each college and department.
(5) A description of each of the following processes in place at
the campus:
(A) Faculty hiring, including how a search is conducted
and the individuals involved in selecting and interviewing.
(B) Faculty performance review and establishing salaries,
including the individuals involved, the use of peer and
student evaluations, the instruments used to measure
performance, and the frequency with which the campus
measures performance.
(C) Grievance procedures.
(D) Tenure policies.
(E) Faculty governance.
(6) A description of the training and professional development
opportunities provided for the faculty.
(7) The campus's sabbatical policy, including:
(A) the number of faculty members who have taken a
sabbatical; and
(B) a general description of sabbatical projects completed
by faculty members;
during the preceding five (5) years.
(8) The revenue sources for funding the faculty at the campus
and in each college and department, in dollar amounts and as
percentages of the total.
(9) The expectations of each faculty status group as to
teaching load, faculty advising, and publication.
(10) For a campus that is a research institution, an
explanation of how the institution and the colleges and
departments are structured to allow faculty members to meet
teaching and research expectations, including the manner in
and the degree to which teaching and research are combined.
Sec. 4. This chapter expires July 1, 2014.
