Synopsis: State educational institutions; credit transfers. Requires the commission for higher education, in collaboration with the state educational institutions, to develop, implement, and maintain a common course numbering system for general education curriculum courses, and to establish statewide standards to document an individual's completion of a general education curriculum on the individual's transcript. Requires each state educational institution to identify and publish at least 30 general education semester credit hours that, if satisfactorily completed by an individual, the individual may not be required to repeat at another state educational institution. Requires a state educational institution to give priority in admissions to an individual who holds an associate degree over an out-of-state applicant. Provides that an individual who holds an associate degree is considered to have met at least 30 semester credit hours of the general education requirements for a bachelor's degree. Requires a state educational institution to accept an associate degree from another state educational institution as credit toward a related bachelor's degree.

    A BILL FOR AN ACT to amend the Indiana Code concerning higher education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 21-18-9-7; (12)IN0182.1.1. -->     SECTION 1. IC 21-18-9-7 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2012]: Sec. 7. In collaboration with the state educational institutions, the commission shall:
        (1) develop, implement, and maintain a common course numbering system to be used by the state educational institutions for:
            (A) all courses in the core transfer library (as defined in IC 21-42-1-3); and
            (B) each state educational institution's general education curriculum; and
        (2) establish statewide standards for use by all state educational institutions to document an individual's completion of the state educational institution's general education curriculum on the individual's transcripts.

1, 2012]: Sec. 2. The Each state educational institutions jointly institution shall identify and publish at least thirty (30) semester credit hours of comparable general education courses, that including courses in communication, quantitative reasoning, social and behavioral sciences, arts and humanities, and natural sciences, that are eligible to be earned by a student to fulfill graduation requirements at each the state educational institution.

SOURCE: IC 21-42-3-5; (12)IN0182.1.3. -->     SECTION 3. IC 21-42-3-5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2012]: Sec. 5. (a) After a state educational institution publishes the general education curriculum under section 2 of this chapter:
        (1) the integrity of the published curriculum shall be recognized by the other state educational institutions; and
        (2) an individual who has satisfactorily completed the general education curriculum at a state educational institution, as indicated on the individual's official transcript, may not be required to complete additional courses in the general education curriculum of another state educational institution to which the individual transfers, regardless of whether the individual has received an associate degree or the delivery method of the general education curriculum the individual completed.
    (b) If an individual does not complete the general education curriculum of a state educational institution before transferring to another state educational institution, the individual must complete the general education curriculum required by the state educational institution to which the individual has transferred. The state educational institution to which the individual has transferred shall award credit to the individual for courses the individual has satisfactorily completed, based on the course to course equivalencies of the core transfer library established under IC 21-42-5.
    (c) A four (4) year state educational institution shall give priority in admissions to an applicant who holds an associate of arts or associate of science degree approved by the commission over an out-of-state applicant if the applicants meet the same admissions criteria.
    (d) An individual who holds an associate of arts or associate of science degree approved by the commission who is admitted to a four (4) year state educational institution is considered to have met at least thirty (30) semester credit hours of the state educational institution's general education requirement.

SOURCE: IC 21-42-5-2.5; (12)IN0182.1.4. -->     SECTION 4. IC 21-42-5-2.5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2012]: Sec. 2.5. (a) A state educational institution shall fully accept and fully credit toward a related bachelor's degree an individual's associate of arts or associate of science coursework if:
        (1) the individual completes all degree requirements for the appropriate associate degree; and
        (2) the state educational institution that awards the degree makes available specified general education learning outcomes and program-specific learning outcomes for the associate degree;
whether the credits are earned as individual courses or within block programs.
    (b) A state educational institution may not require an individual who holds an associate of arts or associate of science degree from another state educational institution to repeat or take additional lower level courses to fulfill bachelor's degree requirements in the same major as the associate degree. An individual who holds an associate of arts or associate of science degree shall be granted admission to related upper level bachelor's degree programs of a state educational institution to which the individual transfers in the same manner as students who satisfactorily complete lower level courses at the state educational institution to which the individual transferred.
