Bill Title: Compassionate use registry for epilepsy therapy. Requires the state department of health (department) to administer and enforce a compassionate use registry program. Allows for the possession and use of low THC cannabis for the treatment of intractable epilepsy if prescribed by a qualified physician. Establishes the compassionate use registry for the registration of physicians, patients, and a patient's parent or guardian. Establishes licensing requirements for organizations that dispense low THC cannabis. Requires each director, manager, and employee of a dispensing organization to register with the department. Provides that a physician is not subject to certain criminal, disciplinary, and civil actions
