Bill Title: Modifying the definition of possession in the Kansas criminal code, modifying the elements of and making changes to the criminal penalties of abuse of a child, requiring a forfeiture of an appearance bond to be set aside in certain circumstances, permitting testimony to be presented using a two-way electronic audio-video communication device during a preliminary hearing, making changes to the process for evaluating and treating people who are undergoing evaluation for competency to stand trial and allowing mobile competency evaluations.
