Bill Title: Ensuring a right to in-person visitation at medical care facilities and adult care homes, prohibiting certain public health orders related to isolation and quarantine, stay-at-home orders, curfews and face masks, limiting isolation or quarantine orders to recommendations and providing criminal penalties for certain violations, limiting state of disaster emergency powers of the governor and state of local disaster emergency powers of counties and cities related to stay-at-home orders, curfews and face masks and limiting powers of the secretary of health and environment and local health officers.
