Create a new section of KRS Chapter 186 to create a Break the Silence special license plate, with extra fees used by the Kentucky Coalition Against Domestic Violence to support programs for survivors of domestic violence and sexual assault; amend KRS 186.162 to establish the fees for the Break the Silence special license plate; amend KRS 186.166 to update the list of license plates to be perpetually produced.
