Amend KRS 189.990, regarding penalties for traffic violations, to require the Transportation Cabinet to assess 3 penalty points against the driving history record of an individual upon conviction of a violation of KRS 189.292, regarding texting while driving, or KRS 189.294, prohibiting the use of cell phones by minor drivers.
