Summary
Amend KRS 341.030, relating to unemployment insurance, to provide for mechanism to allow for an increase in the taxable wage base above $12,000; amend KRS 341.090 to define "alternative base period" and provide for utilization of same; amend KRS 341.094 to create additional extended benefits triggers; amend KRS 341.125 to require the secretary to establish a training program for employees related to domestic violence and abuse issues; amend KRS 341.243 to change the funding mechanism for the service capacity upgrade fund; amend KRS 341.270 to indicate that a new method for determining contribution rates will be effective for calendar year 2022; amend KRS 341.350 to allow part-time employees to be eligible for benefits while searching for part-time work and to allow eligible workers to receive benefits while attending approved training; amend KRS 341.360 to conform; amend KRS 341.370 to indicate that workers leaving work to accompany a spouse to a different location, leaving work due to a bona fide injury or illness, or leaving work due to domestic violence and abuse shall not be disqualified from receiving benefits; amend KRS 341.380 to increase the minimum benefit level and provide a mechanism for annual adjustment of same; amend KRS 341.415 to allow the secretary to waive overpayment of benefits in certain circumstances; amend KRS 341.530 to provide that benefits paid to an employee who left work due to domestic violence shall be charged against the pooled account; amend KRS 341.730 to provide additional parameters for extended benefits; amend KRS 151B.285 to require the cabinet to establish public employment offices across the state; create new sections of KRS Chapter 341 to define "dependent" and to establish a system of benefit increases for certain dependents; to establish a work sharing program; and to create a new mechanism for determining employer contribution rates; allow certain workers to receive benefits under federal law if certain requirements are met.
