Summary

Amend KRS 157.618 to prohibit expenditures from the emergency and targeted investment fund until appropriated by the General Assembly, except allow one-time cash offers for qualified applications submitted by February 18, 2015; require the School Facilities and Construction Commission to report to the Interim Joint Committee on Appropriations and Revenue on facilities that meet the criteria of the fund; EMERGENCY.
