Amend KRS 65.870 to prevent county and local governments from regulating knives; amend KRS 500.080 to remove knives from the definition of a deadly weapon; amend KRS 446.010 to define "dangerous instrument" wherever the term is used in Kentucky Revised Statues; amend various sections to include dangerous instruments in provisions concerning deadly weapons.
