Summary
Create a new section of KRS Chapter 65 to define "dog" and "local government;" allow local governments to pass ordinances, regulations, or policies concerning dog welfare, safety, and public safety so long as the ordinance, regulation, or policy is not breed specific; prohibit any ordinance, regulation, or policy that is breed specific.
