Summary
Create a new section of KRS Chapter 61 to define "lobbyist", "public agency", and "public funds"; prohibit a public agency from spending public funds to employ or contract with a lobbyist or from using public funds to pay a nonprofit association or organization that primarily represents one or more public agencies or hires or contracts with an individual who is required to register as a lobbyist; allow a taxpayer or resident of an area served by a public agency to file an action for injunctive relief and to recover attorney's fees and costs incurred in bringing a successful action; amend KRS 11A.020 to prohibit a public servant from attempting to use his or her influence in any matter that would be under the purview of the legislative branch of state government; permit a public servant to respond to requests or information and to provide information and opinions about matters affecting the agency.
