Requiring the Board of License Commissioners for Harford County to give a license holder at least 5 days' notice before the Board may examine the business records of the license holder; requiring the Board to make an appointment with the license holder to carry out the examination; and authorizing the license holder to keep business records in an electronic format approved by the Board and at a location away from the business premises.
