Summary

Requiring the Department of the Environment to impose a civil penalty on specified persons for any sewage overflow or bypass that results in the discharge of raw or diluted sewage into the waters of the State; establishing a formula to determine the amount of the civil penalty; requiring the Department to distribute specified proceeds from the civil penalties to the Fisheries Research and Development Fund for oyster restoration purposes; and requiring the Department to adopt regulations.
