Establishing the Maryland Education Development Collaborative to advise and make recommendations to the State Board of Education, the General Assembly, and local school systems regarding policies necessary to promote 21st century learning that enhances socioeconomic and demographic diversity across the State and reduces the achievement gap among socioeconomic and demographics groups in the State; requiring the Collaborative to report specified information to the on or before October 1 each year; etc.
