Summary

Requiring that specified procurements by a designated procurement unit that fall within a specified dollar value range be designated for the Small Business Reserve program; requiring the Council for the Procurement of Health, Educational, and Social Services and the Secretary of General Services or the Secretary's designee to conduct a study regarding participation by small businesses in State contracting and make a report to the Board of Works and the General assembly on or before July 1, 2015; etc.
