Authorizing the State to enter into a contract with a provider of a specified method to use a computerized actuarial methodology to determine the value of specified future payments from a specified subsidy received as a result of the State's prescription drug program for specified Medicare-eligible retirees and convert the payments to provide a lump sum payment to the State in a specified manner; making the Act an emergency measure; etc.
