Requiring the governing body of a homeowners association to provide lot owners with a copy of a proposed rule and specified notice before it may adopt the rule; establishing procedures to allow for commenting on, passing, and appealing the proposed rule; authorizing the proposed rule, the notice of the proposed rule, and the notice of the meeting to adopt the proposed rule to be sent to lot owners by electronic transmission, by posting on the homeowners association's home page, or by including the notice in the newsletter; etc.
