Altering the definition of "organics recycling" to include the processing of certain compostable packaging materials; establishing a producer responsibility advisory council to provide advice and make recommendations regarding establishing a producer responsibility program for packaging materials and to report to the Governor and certain committees of the General Assembly by December 1, 2025; requiring the Office of Recycling in the Department of the Environment to procure a statewide recycling needs assessment; etc.
