Clarifying that the requirements for party affiliation for a candidate for office do not apply to a candidate for judge of the orphans' court, except in Anne Arundel County; requiring that, except in Anne Arundel County, a certificate of candidacy for judge of the orphans' court be filed with the State Board of Elections; altering the order in which offices to be voted on appear on a ballot; etc.
