Summary

Establishing the Maryland Loan Assistance Repayment Program for Orphans and Foster Care Recipients; requiring an applicant to be employed full-time by the State, a county or municipality of the State, and to have received a specified degree from an institution of higher education in the State; requiring the Governor to annually include an appropriation of $100,000 in the State budget for the Maryland Higher Education Commission for specified purposes; requiring the Commission to submit a report before September 1, 2020; etc.
