Summary

Repealing provisions that provide that an individual who is serving a term of life imprisonment may be paroled only with the Governor's approval; and authorizing, with an exception, an individual serving a term of life imprisonment to have a judgment or determination of any point or question relating to the individual's conviction or sentence reviewed by a three-judge panel sitting in banc by filing a notice for in banc review any time after the individual has served at least 20 continuous years of imprisonment without being released on parole.
