Repealing the grounds for revocation of an authorization to catch oysters, in accordance with a tidal fish license, for oyster poaching and requiring the Department of Natural Resources, after specified consultation, to adopt regulations establishing the grounds for specified administrative penalties for oyster poaching; requiring the grounds established by the Department to include specified egregious or repeat violations; repealing a time frame within which the Department is required to hold a hearing on specified matters; etc.
