Increasing from three to no more than six a limitation on the number of Regional Institution Strategic Enterprise zones that may be approved in a county or municipal corporation; repealing the prohibition on designation of a RISE zone by the Secretary of Commerce in a certain development district; providing that a business entity in a RISE zone is eligible for a certain tax credit; authorizing certain business entities to apply for certain tax credit certificates; etc.
