HOUSE BILL No. 4722

 

March 26, 2009, Introduced by Rep. Scripps and referred to the Committee on Government Operations.

 

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 447.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 447. (1) Not later than October 1, 2009, the department

 

shall develop and operate a searchable website accessible by the

 

public at no cost that includes, but is not limited to, all of the

 

following:

 

     (a) The fiscal year-to-date expenditures by department and

 

category.

 

     (b) The number of active employees by department and job

 

classification.

 

     (c) A listing of state contracts.

 

     (d) The executive budget.

 

     (e) The comprehensive annual financial report, the

 

constitutional revenue limit report, the constitutional local

 

spending requirements report, annual work projects reports,

 

detailed financial schedules, and monthly financial reports.

 

     (f) The annual workforce report.

 

     (g) Job specifications and wage rates.

 

     (2) This section does not require disclosure of information

 

that is considered confidential under state or federal law.

 

     (3) As used in this section, "searchable website" means a

 

website that allows the public to search and review the information

 

listed under subsection (1).
