HOUSE BILL No. 5589

 

 

February 15, 2018, Introduced by Reps. Kesto, Glenn, Kelly, Miller, Johnson and Reilly and referred to the Committee on Appropriations.

 

     A bill to amend 1939 PA 280, entitled

 

"The social welfare act,"

 

(MCL 400.1 to 400.119b) by adding section 14m.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 14m. (1) Except as provided in subsection (3), beginning

 

90 days after the waiver requested in subsection (4) is granted, in

 

order for a recipient of food assistance to continue to receive

 

food assistance or for an applicant for food assistance to begin

 

receiving food assistance, in addition to the federal supplemental

 

nutrition assistance program work requirements, he or she must

 

enroll in a GED preparation program, a high school completion

 

program, or a literacy training program if the department

 

determines the resources are available and an assessment and plan

 

demonstrate that 1 of these programs is appropriate for the


recipient or applicant.

 

     (2) In order to meet the work requirements under this section,

 

a recipient or applicant must do 1 or more of the following:

 

     (a) Work an average of not less than 20 hours per week each

 

month.

 

     (b) Participate 20 hours per week in an approved employment

 

and training program, averaged monthly.

 

     (c) Participate in community service by volunteering at a

 

nonprofit organization.

 

     (3) The department shall determine if an individual is exempt

 

from the requirements of this section by using the same exemptions

 

from participation in the PATH program allowed under section

 

57f(3).

 

     (4) The department must apply to the United States Department

 

of Agriculture, Food and Nutrition Service for a waiver to

 

implement the provisions of this section.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
