June 12, 2018, Introduced by Reps. Lasinski, Gay-Dagnogo, Chirkun, Chang, Yancey, LaGrand, Greimel, Ellison, Cochran, Green, Geiss, Pagan, Wittenberg, Moss, Zemke, Hertel, Elder, Brinks, Peterson, Singh, Durhal and Jones and referred to the Committee on Commerce and Trade.
A bill to create certain offices in the executive branch; and
to impose certain duties and responsibilities on certain offices
and officers and on certain state employees and public employees.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. As used in this act:
(a) "Department" means the department of talent and economic
development.
(b) "Office" means the office of small business and
entrepreneurship services created in section 2.
(c) "Small business" means a business concern incorporated or
doing business in this state that employs fewer than 250 full-time
employees and that has gross annual sales of less than
$12,500,000.00.
Sec. 2. (1) The office of small business and entrepreneurship
services is created in the department.
(2) The office shall do all of the following:
(a) Facilitate the creation and retention of small business
jobs in this state.
(b) Create and operate an internet website for small
businesses and entrepreneurship services that includes, but is not
limited to, all of the following:
(i) Provides step-by-step instructions on the governmental
requirements of how to start and operate a business in this state.
(ii) Is a comprehensive economic development resource for
small businesses in this state.
(iii) Contains a searchable database that directs job
providers to the websites of all relevant business organizations
and governmental entities governing their business based on
location and type of business.
(iv) Identifies appropriate academic programs, personnel, and
resources in Michigan colleges and universities that are available
to help small businesses and strengthen entrepreneurial activities.
(c) Coordinate programs across state government to create and
retain small business jobs in this state.
(d) Aid and assist small business and entrepreneurs in this
state.
(e) Work to create a small business environment that
encourages and sustains entrepreneurship in this state.
(f) Facilitate the promotion of a positive customer service
culture of state employees who interact with the public.
Sec. 3. Not later than January 1 of each year, the office
shall report to each house of the legislature all of the following
for the immediately preceding fiscal year:
(a) A detailed analysis of the activities of the office in
implementing the programs and activities described in section 2(2).
(b) The number of new jobs created by small businesses.
(c) Recommendations for improvements in the programs and
activities described in section 2(2).
