SENATE BILL No. 198

 

 

February 28, 2017, Introduced by Senators HERTEL, CONYERS, KNEZEK and SCHMIDT and referred to the Committee on Education.

 

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1160.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1160. Beginning in the 2018-2019 school year, the board

 

of a school district or board of directors of a public school

 

academy that operates an elementary school shall ensure that all of

 

the following are met with respect to music instruction for pupils

 

in grades K to 5:

 

     (a) That each pupil in grades K to 5 is provided with at least

 

2 class periods per week of instruction in music, consisting of at

 

least 30 minutes each class period.

 

     (b) That each class provided under subdivision (a) is taught

 

by a certificated teacher with a JX or JQ endorsement issued by the


department.

 

     (c) That the school district or public school academy has at

 

least 1 certificated music teacher with a JX or JQ endorsement

 

issued by the department for each 400 pupils enrolled in grades K

 

to 5 in that school district or public school academy.

 

     (d) That the school district or public school academy has

 

adopted and implemented a music curriculum consistent with state

 

and national standards.

 

     (e) That each elementary school building operated by the

 

school district or public school academy has at least 1 classroom

 

or teaching space dedicated for music teaching and learning.

 

     (f) That the school district or public school academy

 

establishes and maintains an appropriate budget for elementary

 

music instruction.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
