A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding section 811bb.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 811bb. (1) The secretary of state may develop under
section 811e and issue under section 811f fund-raising plates
recognizing black Greek letter organizations in this state. For
each fund-raising plate developed under this section, the secretary
of state in conjunction with the organization being recognized by
the fund-raising plate shall design the fund-raising plate.
(2) The black Greek letter organization fund is created within
the state treasury. The state treasurer may receive money or other
assets from any source for deposit into the fund. The state
treasurer shall direct the investment of the fund. The state
treasurer shall credit to the fund interest and earnings from fund
investments. Money in the fund at the close of the fiscal year
shall remain in the fund and shall not lapse to the general fund.
(3) The secretary of state shall transfer the donation money
from the sale of each fund-raising plate recognizing a black Greek
letter organization to the state treasurer, who shall credit the
donation money to the black Greek letter organization fund created
in subsection (2).
(4) Except as provided in subsection (5), for each fund-
raising plate authorized by this section, the state treasurer shall
disburse money in the black Greek letter organization fund created
in subsection (2) on a quarterly basis to the state scholarship
fund of the black Greek letter organization being recognized by
that fund-raising plate.
(5) If a black Greek letter organization recognized by a fund-
raising plate authorized by this section does not have a state
scholarship fund, the state treasurer shall credit the donation
money from that fund-raising plate to the United Negro College
Fund.
(6) The secretary of state shall be the administrator of the
black Greek letter organization fund created in subsection (2) for
auditing purposes.
(7) As used in this section, "black Greek letter organization"
means 1 of the following:
(a) Alpha Kappa Alpha Sorority, Inc.
(b) Alpha Phi Alpha Fraternity, Inc.
(c) Delta Sigma Theta Sorority, Inc.
(d) Iota Phi Theta Fraternity, Inc.
(e) Kappa Alpha Psi Fraternity, Inc.
(f) Omega Psi Phi Fraternity, Inc.
(g) Phi Beta Sigma Fraternity, Inc.
(h) Sigma Gamma Rho Sorority, Inc.
(i) Zeta Phi Beta Sorority, Inc.
